enter, data navigates different in protected worksheet

I have a multi-column worksheet. When I enter data using the tab & enter keys I get different navigation. In a non-protected worksheet if I hit tab then enter I end up one cell below the one I tabed from. In a protected worksheet I end up one cell below the the on I entered from. How can I make a protected worksheet navigate like an unprotected worksheet ?
