Epson Stylus C82 will not Print

We cannot print with our Epson Stylus C82, it keeps indcating that the Blue cartridge is empty, but we have changed the cartridge with a new original Epson cartridge.The ink level monitor states thet the cartridge is empty.Still will not print a test page or carry out the cleaning process.Have reinstalled the software from the installtion disc, unplugged/replugged the cable.It will not print anything. Help Please!!
