Error 25023 cannot copy

when i am trying tyo install a software as an admin or user it gives me this error and rolls back the installation.
ERROR 25023 CANNOT COPY…USERSETT.DAT TO C:\DOCUME~\ADMIN\~1\TEMP\USERSETT.DAT
