Error installing MDAC_TYP.EXE

When I try to install MDAC_TYP.EXE, (ver 2.8)the files uppack in a temp folder and then all I get is a blank screen and an option to cancel. The “next” and “back” buttons are grayed out. On a machine where it works, I get the agreement screen.
Why is this install exe failing? I have logged on as the administrator, booted in safe mode, closed all applications, and ended all as many processes as I dare.
Just not having any luck.
