Error message

After logging into NT network on a Win 98 Compaq, the blue screen, error 0028-c0282881 in VXD IOS(04) appears. It then gives a black desktop that can be refreshed to normal but most programs then can’t be opened. The computer has been reformatted and reinstalled all software from the original disks. The problem is still there.
