Error Message with IE6 in MOSS

whenever I log in as any user, I always get the “you are not associated with any groups. please contact administrator” error message and I need to keep refreshing the page several times before the normal links are displayed in MOSS.

please advise why we are receiving it and what we need to do to stop it from happening?
