Excel Nested IF

Please tell me why this IF statement won’t work completely? =IF(B2=5,”Exceeds Expectations”,IF(3,”Meets Expectations”,IF(1,”Needs Improvement”,IF(” “,” “)))).The first two arguments work, but the last two do not. Can someone please advise? Thank you
