Exception Management

Appreciated if anyone have idea how to compile (with C#.Net command line compiler instead of VS.Net) the Microsoft Application Blocks Exception Management source code downloaded from Microsoft? I had try to compile the resource file to binary form with resgen.exe, yet the DLL still can not be registered with installutil.exe or used with compiled executable.
