Exchange 2010 ActiveSync – Any way to prestage devices?

Greetings! We are looking to officially roll out Activesync to our mobile users and I was curious if there is any functionality where I might “pre-stage” a device, say by IMEI? It seems there is a lot of flexibility built in with policies but I didn’t see that specific option for provisioning a device. Thanks in advance!
