Exchange Server 5.5, distribution lists.

I have a WinNT 4.0 domain with a Exchange 5.5 box. I would like to use some distribution lists I’ve created, however, I am unable to share these lists with ALL recipients (Who use Outlook 98). Is there a way to create and share distribution lists,on the Exchange server, without allowing all recipients access? (I can’t let everyone use the EXECUTIVE or CHANCELLOR list, as they will abuse it).
