File and Print sharing issue

I have a Windows 2000 pro machine with SP3 installed. I’m logged into the network w/ admin rights and can see all shared folders on the all the servers OK. File/Print sharing is set up/checked off in Network properties and WAS working fine..now it is not. It looks normal in the Network Properties window, but if I select to highlight it the “properties” button stays grayed-out. I have removed and re-installed it.
In windows explorer I can’t set sharing on any files/folders. Are there policies I should look at?
