File Server over 3 ISPs

Hello, we have 3 isp and more than 40 machines. Those machines are connected to a different isp. We also have separate routers and switches. We are planning to have 1 interal file server within the office but our work stations are connected to dofferent routers. What do we do so that all devices xan connect and share files through 1 file server internally?
