FRM-40202: Field must be entered. Why?

An Oracle Form is running against a database. The operator is in the 4th block of the canvas and decides to abandon it and return to the first block. But he can’t: he gets the above message,although he has no desire to do anything more for a while in the 4th block. What am I, the programmer, doing wrong in my definitions of blocks and items?
