FTP connection is refused

my friend in washington cannot FTP to his website.he uses WS_FTP pro and it does not connect.but when i try it and i live in arizona,i can FTP to it without any problems.
he uses a modem and i have dsl.should my friend be calling his hosting company or his isp? i thank you all in advance for any clues.
