FTP server reports files 4 hours into th

When I send a file to my FTP server ( IIS 3.0) the time of file creation is correct on the server, but the FTP client reports it as 4 hours in the future. I’ve used WS_FTP and the M$ FTP client. Both report the time wrong.

Any ideas?
