Handling Browser Pop Up blockers

With recent proliferation of ad pop up blockers, we have instances where VALID alt windows are not working for users. Is this purely a JavaScript issue and can be avoided by always using HREF to launch alt window?

Ideas? Similar trouble? Any suggestions/info appreciated.
