Hard disk size reporting error in SP2

Is there some reason two XP SP2 machines are reporting low hard disk space when they have only 25% of their capacity occupied by programs? I checked the files and the problem is the windows directory which is reporting a huge file size(at least 80%) of the disk capacity. It reports this erroneously. There are no large files to take this space. Is this an error in SP2? Is there fix?
