Help

I have a packard bell window 95 when it been running for awhile there are horizonle strips that goes all over the moniter can cut it off reboot and it gone what is caused that ? it also said the applicated is old can’t boot but it will boot up and work I don’t have the windows 95 disk so i unable to rerun it Thanks Betty
