Help- switch starup options after hard power shutdown

I have a Vista Basic computer at my office and every time the power goes out in a storm, when you start up computer, you get the “windows was unexspectedly shut down…” and two options- one, to start into restore mode (or something like that), or two, start windows normally.

The start windows normally is second and I want to move it to the top so that when the timer counts down, this is what it choses. Anyone know how to switch these?
