Help with Windows Installer??

I’ve been trying to solve a problem I have with my computer by following Microsoft support discussions, but it seems I just made it worse.

I was trying to install Java on my computer, but I received a message that said “The Windows Installer Service could not be accessed. This can occur if you are running Windows in Safe Mode, or if Windows installer is not correctly installed. Contact your support Personnel for assistance.”

So I followed the prompts on this page: http://support.microsoft.com/kb/315346
I followed the instructions for Method 1, which didn’t seem to solve the problem. I went on to Method 2, thinking that I had a backup of my registry (which I sadly found out later that I didn’t). When I tried to reinstall the Windows Installer, it simply said that my current version of the Windows Installer was newer than the version I was trying to download. Hmm weird, I thought I just uninstalled it…

Well now the msi.dll file cannot be found, System Restore does not work (the “next” button doesn’t seem to do anything), and when I tried to install Java again, it tells me “The Installer cannot proceed with the current Windows Installer installed on the system…”

I have no idea what to do! Can someone please help me out?

By the way, I am operating on Windows XP if that helps..
