Help – XP Appearance settings

This is probably just an annoyance, but you know how much something this simple can just drive you nuts. What happens is that in the settings for Performance Options, Visual Effects, Show Window Contents While Dragging, I can turn this option on (box checked) and apply. This will work while I am using the computer. However, when I shut down the computer and later re-start it, this setting is disabled. I can’t figure out why this one particular option keeps turning itself off. Can anyone answer this?
