How Can I put my icon in Time-Displ area

What is the area called where the time is displayed. or something like yahoo-messenger icon or internet connection status is shown.

I have a program which i want to place as icon there and if one points to it, the tool tip should show my own text there. I want my VB program to be placed there. How can i achieve it.
