How can the list of applications of two

I created policy groups with restriction on what application to use. Each group has different application listed on it.

The problem is whenever a user is included in two or more different policy groups, his/her profile?(not sure) will only allow him/her to run the applications listed on the prioritized group and not considering the applications listed on the other group/s.

What should I do so that the applications on those groups will be considered cumulatively?
