How do I enable add-ons in XP. IE7

Hi, I have been having problems with my PC and disabled Add Ons to see if that would cure the problem. It says you then restart your internet connection and add-ons will then be enabled. When I restarted a yellow bar appears with the message “Internet Explorer is currently running with add-ons disabled”

I went back to Tools -Manage Add-ons – Enable or Disable Add ons…. and it shows them all as enabled and clicked OK.
I then went to START – ALL PROGRAMS – ACCESSORIES –
SYSTEM TOOLS it shows Internet Explorer (No Add-Ons) . How do I enable the add-ons?
I am using XP with IE7
