How do I stop receiving un-encoded base64 mails?

I have two users that both have win7 pro x64 with outlook 2003 and eScan anti-virus.

They regularly receive mails with attachments in an undecrypted state, the weird thing is that if they download the same mail from their smartphones then they come through just fine so it must be a setting that I have missed but I just can’t find it. It occurs with all sorts of attachments such as .pdf, .xls, .jpg etc…

Does anyone know the solution?
