How do we avoid domain ID conflict ?

For example, One administrator has created the user id in DC. without knowing another admin created the same user id in ADC. (We have tested and we can create both ids immediately). Once we had done the manual replication, it shows the error that duplicate id exists. In this case which id should be live ?
