How to fix Static Sound in Windows 7 64 bit

Specs:
Acer Aspire M3100 (purchased Feb 2007)
AMD Athlon x2 64-bit @ 2.4GHz (never overclocked)
530W PSU (Upgraded from original 250W)
4GB DDR2 RAM (2x2GB) (Upgraded from 3GB (2x1GB 2x512MB))
Windows 7 Home Premium SP1 64-bit (installed Dec 20, 2013)
ATI Radeon X1250 (Integrated)
Realtek HD Audio Card (Integrated) (cause of problem)

The problem is that whenever I attempt to play any kind of audio (ranging from music/videos to Windows Sounds), all I hear is static. I’ve gone from the standard Windows driver to an outdated Realtek driver to the most updated Realtek driver with no improvement. I’ve installed Windows 7 via original DVD and USB via official Microsoft download (in other words, all copies I’ve used are genuine). I’ve also tested both audio jacks (front and back). The HDMI (part of the aforementioned Radeon X1250) will not send any audio at all.

I’ve run all Windows Troubleshooters, including related Microsoft Fix-It applications; but they stated nothing was wrong. I had tested the RAM and HDD, which both came up healthy. I also checked hardware compatibility (RAM, PSU, and so on) and found no issues there.

I’ve followed other forums and disabled all of the other audio outputs (namely SPDIF/Digital Out and HDMI) with no improvement.

However, I had no problems with the audio when running Ubuntu13.10 via Live USB.

In short: I need help. I’m putting this computer together for a friend of mine, and I’ve had to delay handing it over for this reason.
