How to make text size in IE fixed?

There are some web sites where the text size in IE does not change even after making changes on IE menubar item – “View” -> “Text Size” -> “Smallest” or “Largest”? What is the technique (in Dreamweaver) or is there a HTML/Javascript code to achieve this function?
