How to manage a database department?

Hi friends,

I am a new database department manager. I am looking for the best way to manage and control the department’s staff and other aspects. Actually, I am working on desiging a new form that defines the action ( create new database, alter, delete or rename database an so on) needed to done on a specific database. If there any approaches, techniques or tools and even an idea that help me to improve the department please tell me.
