How to notify???

Hi, I am developing a website using ASP, MS Access database, in which candidates can post their CV and companies can post their jobs. If the company’s skill requirement matches with the candidates skills, it should be notified to the candidate by email and vice versa.

Example: ABC candidate with skills in ASP posted his CV. Then the XYZ company requires a candidate with skills in ASP, posted their job requirement. Now the system should notify automatically to the candidate about the job posting. HOW TO NOTIFY???
