How to stop background windows from becoming active

There must be a simple solution to this, but I haven’t been able to figure it out.

It drives me nuts. I’ll be working on something (e.g., IMing, on Skype, writing a paper) and all of a sudden some background program will become active and automatically move to the foreground.

It is especially frustrating when I’m having conversations with people.

I don’t really understand the point of having this feature anyway. I know the background program is open. I opened it and if I want to use it I will click on it. I DO NOT need it to become active when I’m working on something else.

I do a lot of multi-tasking and this happens to me ALL the time and is incredibly annoying. I do not remember this problem in XP. Something seems to have changed in Vista.

I know in the general scope of things it’s not a huge problem, but it is very bothersome.
