hp 250 laptop not going past the blue hp log on startup

Bula again from Fiji!

Help me out please!

I left my hp 250 laptop on with the internet on and went home….
next morning i find this blue hp logo that appears at startup ….with the circular swirling white dots of windows.below it…I got 8.1….then the black screen comes and then after a while the logo screeen returns …..and that’s it…

Most appreciate any assistance.
