HP Color Monitor is banding or streaking

My monitor has suddenly started to have black transparent horizontal bnads running accross the screen. It’s gotta be either the video card conking out, or the monitor? Although my son has recently installed several games on the computer. Could thathave done anything? It’s very annoying and I hope you can help. Thanks.
