HR Folders, know your rights

In the past when working in retail, a sum of over ten years in management; I was always told and what seem to work best in reprimanding, documenting a situation or incident such as tardiness, non-cooperative, repetitive negligence and so on was to first document the situation then cover it with the employee ask him to sign it or just acknowledge the act then file it in their employee folder. In my current job a typical office environment, one of my duties is to manage the HR folders; just recently I discovered that every one had a separate folder with write-ups of one such thing or another. I went through a couple of weeks of coming late to work, no more that ten minutes at a time but never the less late. I had conversation with a supervisor on a more personal level on solutions in handling my tardiness and offered to do what ever it took to make the atmosphere more comfortable for the other employees, which started to point fingers when ever they were late. I expressed that I would not have a problem with a write-up or a training day on my downfalls. She replied that she had already sought after council and was told that she did not need to show me or anyone her write-ups nor did she need us to sign them. So my questions are; isshe using the correct procedures and how can I guard my self on a legal dispute.
