HTML Access

Hello,
Is it possible to limit/grant access to html files (and their individual directories) from within the html file itself using Win32 and Apache 1.3.27.
For instance granting access to the Cousins page where members of that group might be in a file called Cousins, ie:
COUSINS:
——-
bill smith
bob smith
etc:
And if their name does not appear on the list they would not be granted access to the html page or the directory that contains the files (text to read and/or download), but instead would get a blurb like: “No Access” etc.
