I accidentally deleted the Ratings folder that leads to the password key in

I accidentally deleted the Ratings folder that leads to the password key in internet explorers content advisor. My intentions was to delete the password key because I was unable to go online with internet explorer, but instead I deleted the folder that leads to that, I tried system restore and the problem is still there. Can some one help?
