I need a batch file Fast!!

I need a batch file that will move files from one directory to another on the same box “NT 4.0 server” and I need to know how to schedule it to look every 30Sec for new files to move.
Origin path is E:\ONYX_1\PROOFS
Destination path is E:\ONYX_1\INPUT\HP
