IBM 300GL model 6282-69U

My pc will not boot up after reinstalling Win95. it will have a blinking cursor on the top-left of the screen and a number 67 to the top-right side of the monitor. It will not allow me to go to the BIOS config. nor it will boot up with a floppy or CD. please Help!!!!
