IE 8 Not Downloading

I have tried on several occiasions to download IE8 and it seems not wanting to download. A new tab opens (IE7) and it says Internet Explorer Can Not Display Webpage.

I am connected to the internet, just not sure why I am not able to download the file. I have ran into this issue before in the past, however I can not remember how to solve this issue.
