IE shortcut in send to menu not showing up

I use Firefox as default but sometimes I have apps and shortcuts that I want to open using IE. I put a shortcut into my user Send To menu that comes up when you right click. It rebooted but it still does not show up in the Send to menu. Why?

Do I need to do this via the register?
