IE5 Lockdown

I am trying to lock down IE5 so that users cant get to the local machine ( like a kiosk)However, if I allow a new window, it always has an address bar, even if everything is disabled through policies.
(I need a new window for a particular app. )
Also, HTMLHelp has a menu option for ‘goto URL’ which i would like to remove.
