IE6 refresh not working

I am developing an asp page using VBScript looking at a SQL server 2000 database running in PWS using IE6. I have got a page on which I make changes to but every time I refresh the page the changes do not appear. My operating system is Windows 2k.
I have gone into options and selected refresh page on every visit but this does not work. I have deleted every temp internet file I can find on my laptop with no difference.
This is causing me a real headache and I would appreciate any ideas that may help.
