Implementing TimeSynch With NT 4.0 Wksta

We are trying to implement time synchronization to our workstations. The problem is that the individual users (on NT workstation 4.0) have no access to their time functions. I have tried loading the program as a service with administrative rights to no avail.

Anyone have a suggestion here?
