Installing Office 2000 and Error 1925

I have a NT 4 (SP5) box on which I’ve installed Office 2000. Usually this is a breeze but on this PC when a user logs on the following message appears when trying to open an Office component:

“Error 1925. You do not have sufficient privileges to complete this installation for all users of the machine. Log on as adminnistrator and then retry this installation.”

I’ve de-installed Office and re-installed it both as local admin and network admin, but the same problem arises when a user tries to use Office.

Any ideas/work arounds/solutions much appreciated.
