Installing VPN on NT 4.0 server

I have installed VPN on our NT 4.0 server, and can not figure out why its not working. This is the setup:

1. Hooking up from Frame Relay.
2. Using Proxy 2.0, RRAS, & no modems.

Are there any secrects not documented in the Que articals?
