Intermittent Problem with Shortcut Bar

When I have multiple applications open, the Office 2000 shortcut bar will drop back behind all windows. I have checked all of the settings, Auto-hide is off, Stay on Top is checked, they appear to be correct. This only happens intermittently, and isnot mission critical, just severely annoying. Any ideas?
