Internet access options

I need to come up with a network access solutions. I have about 15 remote users that need to access 2 servers onsite to download files at home. (Some of these files may be near 8MB in size). We have talked abouyt VPN costs, T1 costs, Citrix. ANy thoughts about a direction to take or where I can better research options?
