Internet Explorer

My internet explorer Will does not show up in the add/remove programs in the control pannel, as well as when i d/l IE to try and re-install it, it wont let me. basically the problem with my IE is that when i open it, it brings the homepage, and goes to google. but if i go to any OTHER site, it wont work it will show that it loads, but it also freezes.. but i can still refresh teh page, but it will freeze teh information.. i use mozilla as well but some-things i like using IE so wondering what that problem is? and if anyone knows how to re-install IE? thanks
