Internet Explorer 7 will not open web pages

I have a stand alone PC at work running xp . Internet Explorer will not allow access to the net. I have removed ie7 and it revert to explorer 6 but even tht may not be there. Question is there anyway to access the net with ie so I can down load ie7 again or firefox etc
