Internet Explorer Security Settings

I have several users that have recently had problems downloading files from the internet/intranet. When attempting to open a file or download a file, the error “Your current security settings do not allow for this file to be downloaded” is recieved. I have tried setting the IE6 security settings to low, and I have tried setting them to default, and neither resolves the problem. Does anyone know how to resolve this?
